black or white scoop or v-neck tee with some dark skinny jeans and then some flip flops or flats.

Vests with T-shirts have become so common, so maybe wear it over a polo, or a bibbed blouse.

I'm not really crazy about it, but I wouldn't wear it with plain old jeans. maybe a skirt with an interesting shape or a nice pair of shorts.

it looks really cute. i have a vest like that only instead of the lines blue they were black and i wore a black tee shirt and its really cute. also dont wear the same shirt underneath EVERY time it looks tacky. so get a few that will go good. like brown or teal. or white probably will look good also. for the bottoms maybe try jeans or like hmmm... skinny jeans or a skirt. and add some jewlry and a little natural makeup.
