Q#1: Is it all right to multi-register if the TLDs are available?
When I register a new domain, I always try to get the top 4 or 5 TLDs, then either point them all at the same website or to different versions or to different segments. But the main reasons are to avoid confusion with other sites and to keep domain-hoarders from trying to sell me my own site for 5 or 10 times what I paid for the others combined (which happened just recently).
Q#2: Is it all right to register an available TLD, even if one or more others are in use?
I registered an ORG domain some time ago, then discovered COM and NET belonged to two other, unrelated, sites. All three of us are in the same business, but I just discovered one of them is on the same ISP with a mirror image of my site (I have no idea which of us got there first).
