I mean there are hosting services for free and databases, so if ever I created codes using php or whatever and I'm connected to a database at home like mysql or postgresql, is it possible to maintain a system? like for filling out forms and storing it into the database?<br />

There is a wonderful installer out there (free and open-source) that will install Apache, PHP and MySQL on your box for you. This setup is critical for developers, who write code and test it on their local machine before sending it to their servers were it's exposed to the whole world.

Download it from http//www.apachefriends.org/en/xampp.html and run the installer and you're all set. It even installs phpMyAdmin which is a pretty good interface for maintaining your MySQL databases.

I am running an experimental hosting database server for a while that people use for just that purpose.

I use MSSQL as the database at the moment but there's no reason I couldn't set up a MySQL DB as a tester for you?

It is possible to create own database at home because it is one type of software so you can use any where. But it is not important at your home because at home you make dummy data so.
