IRC channels? How does it work (sad I know..)

Well I have always been shocked by what IRC channels can do as far as bots & such.

I am sick of using a laggy inferno shout box & wanted to integrate an IRC chat into my website.

How does IRC work? I assume I either have to host it myself (which I can't) or pay some host for the channel?

Any input would be great from my web guru's here.
