In admin CP go to users. There you will find the list of all users registered on your forum. Click on one of them. At the very bottom of the users info you will find this option. Set the desired number or disable it for particular user and save.

Do this procedure with all users.

What if i hav a large forum?
There must be a system based on group or even a default amount of invites.
