Css is very important part that should studied in seo process. Css should be external, not internal because it creates problem for Search Engine Crawler.

If the site is coded well in HTML it's OK. But CSS is better. Presumably if a CSS website is badly coded you have problems. Have a look at http//www.ds32.com you should pick up some ideas there.
