Found the solution to both problems. For Lottery problem: after you install and setup open "scheduled tasks" - "scheduled task manager", Find "Casino Lottery Draw" click "Run Now" to manually run the cron job. Refresh your forum page and you will see a time for the next lottery draw and ability to buy tickets and pick numbers.
For Sports Betting: "Casino - Game Settings" section. You MUST put a group ID number in the box for "Sports pool admin user groups" (typically 6 for Admins). You'll then have an option to "Add Event" on the betting page.
Hint: create a group, and save, first before creating the event otherise it will say "no Group added" and you'll have to create the event all over.
