---Description---
Just the tools.php file that is usually included with vbulletin.
This is usually used to restore settings to your forums at moments when
the admincp had become inacessible (for whatever reason)
Please note: you do still need to have most of the /install/ directory intact
for this to be used, as it calls some of the .xmls provided with the normal
vbulletin package.
A friend recently asked me for the file because he had lost his,
so here ya go :p
