XML decentralized or centralized creation / parsing ?

Our architecture group had a discussion on the use of XML in our systems andthe majority came to the conclusion that is best to centralized the creationand parsing process of XML files on the NT platform (in order to transmitthem to partners or use them in our web applications).So applications residing on an AS/400 or OS/390 platform should create, flatfiles, for example, and delegate the XML creation to an special applicationon NT platform and receives flat files converted from XML by the same applicationon the NT platform.But is XML just a kind of multi-platform language for exchanging data ?I want to submit the idea of installing a Java Virtual Machine on each ofour AS/400, OS/390 and NT boxes and use the same consistent Java tools forcreating/parsing XML files across our platforms.What do you think ?
