WTF. There is some good looking blog on my domain.

I have recently bought a domain through tdnam.com and I received it today on my cpanel.I bought that domain because it was a decent name in health category and had PR and alexa rank with good backlinks. It has some trusted baclinks like from TechCrunch and Crunchgear.When I checked the domain in my browser, I found a good looking blog on it. The blog seems to be a decent one.I believe that blog belongs to the previous owner of that domain and things are showing up because of some error in DNS prorogation.Infact I think the previous owner do not have an idea that the domain is no more his.What should I do now. Should I offer this domain to previous owner, or should I sell it in market or should I develop it as a website?I need some suggestions and ideas.
