Okay guys I'm sorry to sound stupid ( I'm new to SEO thing)
I have things to clarify from you all SEO Experts.
This is all about PR thing,
1. PR 4 is equivalent to 4/10 right? 0 is worst and 10 is best?
2. Why people who wanted to buy backlinks prefer PR 0, 1, 2, and mostly 3,
rather than PR 8 or 9?

Because a lot of sites pr are 0 --3, only a little sites pr 8-9. And low pr has low price, high pr will have high price. So, its good for the people who are new to this concept to go for PR 3 at an initial stage and subsequently go for high PR's. So how much do you think PR9 would cost?
