Why Google's own page rank dropped?

I don't know if this has been discussed here before or not. But I came to know recently that Google's many domains page rank dropped. google.com was pr 10 now 9

I can't find any related info in any big and authoritative blogs. Can any one tell me what could be the reason? Any words from Google it self?

Only found facebook.com to be pr 10. any one else?

and is it true that any website above pr 7 is approved manually? Below site are PR10 as well

If I were to give an answer I would say that Google seems to treat it domain names just as it does with other sites. http://www.hhs.gov/, http://www.dhhs.gov both redirects/shows the same content. But not redirecting? I mean if it were to redirect to one domain either one should have always been showing. I can see from yahoo site explorer that they both have different amount of backlinks and different amount pages indexed. But in Google I can see the backlink count is same (basically same backlinks).

At least Google is acting like a human and not keeping a PR10 all the time. Maybe the FTC told them not to use PR10 anymore. Hey,

When it comes to ranking, it seems, google is very honest and hence there is no favor whomsoever it may be!... It definitely would not look good on Google if they have a perfect ranking all the time. firend, all knows the google have done big changes in ranking and sites value, so according to that, the questions not come from the site's owner , that is why i think google also dropped down his page rank. Well, if you believe Matt Cutts, it must be their content. PR does not matter to anyone apart from Google so the PR figure is just symbolic.

PR used to be important when people used to be able to sell links, but after loads of sites got penalised for selling links it is no longer worth anything.

Before the Google panda update (yes my site got spanked) I used to have pages that were number one in Google yet only had a PR of 2

If Google was PR 0 it would not matter as it would not make a difference!
