It is always saying that forum submission is more beneficial than article submission but in both case we are submitting the content or getting the inbound link. on a forum you can use a signature with the right anchor text, though the value a search engine gives that link might be a lot less
on an article submission you normally only get an author box without anchor text, but the value will be higher! so IMO you are mainly building page authority I'll simply say, it's not correct.
Outisde of DMOZ, Yahoo and a few others there aren't many quality directories out there.
Plenty of article directories exist that pass quality links while providing traffic, in some cases significant traffic in the case of Ezine, at the same time. You can use forums for marketing if they are same niche as your website.

According to me article submission is better than forum submission because we can get good number of outbound links, we can also share good articles to another bookmarking sites to get more visitors. both are good enough, if done properly and are from higher PR
