Which will get higher google ranking in index?

If one site in a given category has a basic site but it's on topic and another site is considerably larger and has more traffic because of the size, which will get a higher google listing in the index in it's main keywords?The larger site is ranked high under a lot of terms but not the ones wanted. It has lots of articles on business topics, etc.Or is that even a consideration?skIt's pages that appear in SERPS, Not sites. Keywords play a very crucial role in deciding if your page will get a better SERP. Sprinkle keywords in such a way as they do not look odd.
