My domain has been registered via a reseller of a registrar since 2006. Recently I want to transfer my domain out, but the reseller refuses to give me the Transfer Auth Code of my domain. They demand me to submit written documents(the demand of the registrar) and "handling charge"(200 Yuan RMB). They says that, the transferring of a domain must get the approval of the registrar first, or they won't offer the Auth Code.
According to the policy of ICANN, if a registrant wants to transfer his domain, the registrar and it resellers must give the Transfer Auth Code of a domain to the owner of the domain without any document or cost. Obviously written documents and "handling charge" are obstacles which are intentionally set by some registrars. I have searched many issues of domain transferring via Internet, and know that the registrar(the superior of the current reseller) often intentionally delayed the time and gave other pretexts in order to cause registrants to have to abandon transferring. So, I think, it is useless to complain to the registrar about the issue of the reseller.
I refuse to submit written documents and "handling charge" because it is a proper right to get the Transfer Auth Code of my domain. I have written to ICANN, but still no reply comes. Which ways can I get the Transfer Auth Code of my domain? I don't want to contact the reseller again, because they now keep silence because I refuse their demands. The registrar, the superior of the current reseller, always pass the buck to each other with its resellers. So I don't want to contact it.
