100 backlinks from PR 2 sites.

It is better to analyze relevancy of back link and select your option, whatever it may be. I think 1000 backlinks from PR 0 sites would be better for your SERP while 100 backlinks from PR 2 sites would help you in PR. Is that the basis for pr?

10 backlinks with PR 5 are good. Because backlinks with low PR sites do not worth and practically having a backlink from a site having PR 10 is impossible.
The other important thing is relevancy. If you have 10 links from irrelevant PR 10 sites and 10 links from relevant PR 7 sites, than 10 links from PR 7 sites will worth you more. 1 PR 10, I would love to link to that.
