What is the webroot variable?

I'm not sure I am asking this correctly so I'll explain a little.

I am creating a style that I want to have loaded on the root of the website. I know there are variables like ones to point to the forumroot etc.

Basically I am trying to use a variable to have all images pointing to one source on the webroot without having to type in long http:// strings.

I'm sure this is a noob question. Afterall, this is my first attempt at this.
