CSS submission is just like a directory submission, i got a huge list of CSS directory submission sites from seomoz and i have submitted but what i feel if your site design is good or using HTML 5 then they only approve your site otherwise they reject and purpose of this is only to get inbount links.CSS submision directory generally having high PR.Good luck @ radhika
