what does this coding mean?

Hi everyone. I am very new to HTML and have only known the basics until this class that I'm taking and have started to learn more complicated things...<br />

Anyway, I was looking at someone else's webpage that I'd like to model one of my own after and was wondering what this line means. I'm sure it's very basic, but like I said, I'm just learning so please be kind! :) <br />

:rocker:<!--content-->meta tags are tags that give information about the document. Some search engines like Google and Yahoo use them to help index the pages. The particular one you are asking about tells the browser and whatever else might want to know that the type of content on the page is text and html. It is also saying that the character set is iso-8859-1, which is the Latin-1 set of characters which is most of the characters in the English language.
