We have approx 40 targeted keywords that are in good position on SERP, but still not having enough traffic? What do you think is/are the problem/s? What are the solutions?

then it might be that you keywords have less competition and you rank high, make sure you offer good quality to the visitor so that more and more visitor come and visit your site, and you can also do link building . That's a lot. You should be only targeting 3-4 at most per page.
Without knowing your site or your targeted market, I would have to guess you are targeting low volume keywords.
You can be #1 all you want, but if don't know the keywords that are being used, it's senseless. Try fine tuning your keywords and find out what people use to search for your targeted market. Two things, it's either your chosen keywords have low search volume data that people rarely click on your site in Google even if you're on top of those. Or you focus more on ranking those keywords in search engine that you forgot you can also do social media and ads to promote your site and gain traffic.
Besides, with the current growth in social media, some websites take their traffics only from social networks referral. May be the keywords that you have used have no more relationship with what you have in your site, which basically viewed in snippet of your page in Google SERP. So, 1) optimized snippet/meta description of all pages that are in ranked
