very annoyed with colors/monitors

i am working on a page and when i view it on my monitor (800X600 32bit) the background color (#006699) looks like a bluish shade but when i asked a friend of mine to review it online she told me it looked dark green....so what i need to know is, is my page okay for most monitor types or no?? please help asap!! thanks...<br />

Seriously though, the color #006699 is one of the 216 'safe colors' that should display true on all browsers on all sperating systems.<br />
[Safe colors are all 0%, 20%, 40%, 60%, 80% or 100% of the 255 maximum. So in hex they are 00, 33, 66, 99, CC and FF. If your color number is made up solely of these pairs, then it's a 'safe color'.]<br />
It appears to me as a medium-blue.<br />
