vbulletin site server move weird issue!

Hi all,

i have a strange one here i changed server & for my warez vbulletin site all gone fairly smooth with transfer but i have one problem. Site is up & running but only some people can see it!

i cant see my site only through my phone or a proxy site i can see it but same is happening to others some can see site some cant

on my lappy im getting address not found (page load error)

im assuming this must be a file access issue so please i ask if someone can be of help my site previously has been down about a week & my members are asking where we have gone.
 
If you just switched over the name servers to point to your new site, it could just be a matter of having the change propogate. Can take 24-48 hours. Or could be a cookie issue. If you think it's not a propogation issue you might try uploading tools.php to your admincp and running it to reset the cookies and see if that helps.
 
no it can't be a propagation issue as like i say site is up but only some can view the site as of this tools.php where do i get this i've did a search but no luck?

also i have did all i can of what knowledge i have i would really appreciate all the help i can get here its almost as if theres a blog on crtain browsers or some thing if some one wants to try for them selves then just pm me & ill give you address of site
