vbExperience - PROMOTION SYSTEM???

i really wanna know how the promotion system in vbexperience is running
i cant really see no settings to the promotion system?
i only can enable it under the general settings but thats all?
but how can i configure all the settings to the promotion system?
i dont get it..

help please
 
im trying to find where for example i can promote a user so the user is appearing on the promoted user page in vbexperience..
