Using include files

I am trying to use an include file so i can cut down on the codeing i have to do, but for some reason the include will not show up, i am typing it in like this<br />

<br />
</HEAD><br />
<BODY><br />
<br />
<!--Open Header--><br />
<br />
<!--include file="header.html"--><br />
<!--Close Header--><br />
<br />
i checked the spelling and everything and it is all correct so if you could please explain what i am doing wrong i would be greatful<br />
