One of the users of the site I admin cant access the site since the 25th or so.

During that time, we switched to a new skin. but thats just about it, no drastic changes. He says whenever he tries to go the site, the connection times out, but he can go to other sites just fine.

Could it be something on my end? or his end?

Have you banned any IP ranges? Has he tried accessing on OTHER computers?

have you confirmed his browser, operating system, specs, etc?

Odd's are it's his connection/cookie settings.

Tell him to clear his cache & retry. He should be fine (as long as the IP range isn't banned).

His IP range might just be banned. Thats the only solution thats seems viable enough.

Pardon me for being a noob, but I've never had to IP range ban someone (the other admin probably did it), how can I reverse this?

Through the "ban" feature on your control panel or the "ban" feature on your vbulletin admin panel.

have the user visit a website like 'whatismyip.com' & give you his IP. Remove the matching IP.

ehh, didnt work. There were no partial or complete IP matches. The site still times out for him. He's using FireFox. and he also tried it on IE. He's using Windows XP.

I'm pretty stumped on a solution lol
