Upload of file failed

I'm running vB 3.7.4 and when ever i try to upload a attachment or avatar it gives me this error. Upload of file failed. I have changed the max file sizes to a HUGE ammount so it is not that. The php.ini is changed to allow large files.
I ran the diagnostics and got no errors:

file_uploads: On
open_basedir: None
safe_mode: Off
upload_tmp_dir: c:/wamp/www/tempforum/
upload_max_filesize: 23.94 GB

www is the folder that is hosted. Please let me know what I can do to fix this or if you need any more info let me know.

I looked further into it and I cant upload anything for avatars and attachments in posts. Everything else works, I reinstalled VB no change.
PLEASE HELP? my users are getting frustrated.

I already have, any ideas based off this. I can upload avatars for people via the ACP but they get the error when trying though the UserCP or trying to attach files in posts, everything else works that is why this is odd.
