It's pretty funny, I was just searching google to see how well my site is indexed when I found this post about my upload center.
There is no public version of my upload center available. The main reason for this is because I programmed the upload center before vbulletin had plugin support so it's no plugin that you can easely install and I'm too lazy to adjust it to work like a normal vbulletin plugin because I'm only using it on my own site.
I programmed the upload center for my own website www.sat-television.com.
This site is about hacking paytv and I needed the upload center because upload centers were the most common way for sat hackers to share their files. There are various upload center scripts on the internet like "php upload center" or "phpatm" but both scripts are coded by n00bz and have various exploits so they are dangerous to use and not integrated into vbulletin.
It took a long time to understand the vb coding and how to fully integrate the upload center into vbulletin using templates, functions and other stuff from vb php code.
In the past 2 years I've added various functions to the upload center like inline moderation using AJAX, anti virus check for uploaded files, functions to add a readme.txt and a .url link in uploaded zipfiles for promotional use.
I'm currently working on a voting system to let people vote for files if they are working/or not.(already available when you double click one of the download icons)
I am interested in commercially sell the upload center by making a lite(free) and pro(paid) version but I need someone who can make it a real plugin that can easely be installed.
The reason I want to make it a commercial script is because my site is the biggest sat-hacking community on the internet all thanks to the upload center. When the upload center script is made public my site will become just one of the sites with a vb upload center and won't be unique anymore.
So if anyone has a good offer to make it a commercial script together with me please email me webmaster "@" sat-television.com (please remove the quotes added those to confuse email extraction bots ;-))

i also think you should go to the vbulletin.org site and ask there if someone can help you out to make it an official vbulletin modification.. think alot of people there would love to see this upload center and are willing to pay for it..
