unable to attach files

hi guys help me with this problem I cant able to attach files on my forums, I try to set the permissions right but its still shows up the forum rules as I cannot attach files, what could be the problem, quadruple times checked my permission settings everything is set right.. but I cant able to attach files..

please help me, what could be the possible solution?

would have to see the admincp if you want pm me with admin access and full permissions so I can see your settings and such.
 
error in attachment tables - 3 clients are using the table or havent closed the table properly something you have added or modded has caused the error..I would also recommend upgrading to the latest stable release 3.7.4PL1
