Toolbar for all users?

Hi,

I am getting this particular problem

I have these three options ,

Do Not Show Editor Toolbar
Show Standard Editor Toolbar
Show Enhanced (WYSIWYG) Editor Toolbar

And it is set to be ; Do Not Show Editor Toolbar for every one

I want to set it as Show Standard Editor Toolbar for every one

How could I do that?
