Hello everyone, as you can see I'm new here, which is fitting as I'm also new to the world of being responsible for a website.
I've been trying to gather some experienced insight into my situation regarding SEO/SEM. I'll try to keep this as short and breezy as possible as I don't want to press anyone!
Recently created a website for a small business. Started experimenting with Adwords and have been impressed with the results. Want to appear on the first page all the time and doing so constantly with Adwords would be far too cost-prohibitive.
The golden keyword is "psiholog", Romanian for psychologist, with about 250,000 local monthly searches. If the max CPC is set as high as necessary for the traffic estimator to reveal the upper limit on estimated clicks for a day, it's showing 339. That's an estimated daily cost of 144 euros.
Ahh, and for us, other keywords are remarkably much more insignificant compared to this one, hence the interest in focusing primarily on this one.
I've found a local company that seems to prove itself to be authentic (researched their work with Google for the sites they've done), they take their payments when ranking goals are met, etc. For such a heavily trafficked search word, I'm told, to reach the top 10, it'd be about 4000 euros for the first year, and about 700 euros for maintenance. I'm told it'd take at least 8 but preferably 12 months for this to be achieved, in order to not conflict with Google's algorithms...
We're, of course, working on creating all kinds of original content for the site, separate from any kind of SEO concern, in the interest of offering clients an abundance of information before making a decision to solicit our services, but when it comes to the world of creating quality backlinks in a natural way, I'm at a complete loss. The price seems reasonable, considering the end result, although I'm not experienced in this matter. In terms of how much business it would produce, it definitely seems worth it, compared to how much it would cost to do something comparable with Adwords, and how many clients per click we've obtained thus far (although there hasn't been enough data collected on this yet to know for sure).
How much work would it take, on my own, to produce the same effect? Would it be too intensive for me to try to take on single-handedly? How would I even know how many links would need to be generated, at which times, whether or not they'd have enough quality, etc.?

I suggest you don't hire. There's no guarantee to get good ranking in Google unless if the company you refer is Google itself.
