Should Title tag exactly match the main headline on web page?

After practically experimenting, I have found out that keeping all the meta tag contents same always works. So, what ever you target, have the same set of keywords on all the meta tags. As an exception you can have your own title content, which can be about your company or product and services provided by your company. If you are stuffing keywords in your title tags and also headlines with H1 tags then will give more relevancy for search engines and your keywords will come on search engines I don't agree.

Each place (title, heading, meta description) has a different use and different restrictions. So you should optimise appropriately.

Title is displayed in search results (up-to 67 characters) so focusing it on attracting visitors is important.

Meta description is similar, but you have about 160 character to work with.

Headings are once they arrive to a page and generally have a shorter character limit. They should be designed to encourage further reading.
