Thumbnail creation failed

everytime i try and upload an attachment i get an error
Thumbnail creation failed due to your image library not having support for this image type.

i have gd turnd on and i have the attachment folder cmod to 0777

and yes i have the file type alowed

both rar and zips i cannot upload
