thread prefixes set by admin not users

ok so the low down is i run a clan for css. and i have an applications section and 2 thread prefixes. 1 for accepted and the other for denied,
how can i have it so only an admin or mod can set it.

i have to use thread prefix because the prefixes have span color in them

and im using vb 3.7.0
