Can you tell me whether this example (<!-- m --><a class="postlink" href="http://www.lettonica.info/philately/postagerates/">http://www.lettonica.info/philately/postagerates/</a><!-- m -->) is correct use of table properties? Can I make the same thing using strict CSS?

I would not recommend attempt to recreate, what can be done nicely with a table, with CSS.The date in this example IS tabular data so you can use the tables to display it. You can also style the table to make it more beautiful. The problem with tables is that they should not be used for layout.
Almost every good designer will tell you that. But someone still use them because they think that they are easiuer to use but they cause more trubles than good things.
