Table woes

Back in the day I used to write raw html and make my own designs, nowadays I use dreamweaver and page templates.<br />
I am having a problem getting a secondary file to "fill" the whole page like my homepage- located at <!-- m --><a class="postlink" href="http://www.carmical.net/clay/default.html">http://www.carmical.net/clay/default.html</a><!-- m --> .<br />
The page I am working on is located at <!-- m --><a class="postlink" href="http://www.carmical.net/clay/test.html">http://www.carmical.net/clay/test.html</a><!-- m --> . As you see, I need the bottom two rows to align with the bottom of the browser in various screen settings, and to allow scrolling if the screen resolution is too low to display all information in the white middle row (currently empty).<br />
What tags do I need to include to do this?<!--content-->either give your empty cell a height so it pushes the others to the bottom or give the table a %100 height and the top and bottom row's cells fixed heights so their contents remains in its place.<br />
