table cell size changed ? why ?

Here are 2 URLs. The height of left picture (table of content) is different. I close all the <TD>. Why ???<br />

both of them are same height, but one of them have scroll bar when i view it in 800x600 so that i think it is shorter. But why the horizonal scroll bar exist even the whole page can be displayed ?<!--content-->
