Storing a results query to <OPTION> list

Hi! I'm trying to figure out how to store query results into an tag. It's to look like this:

<OPTION VALUE=http://www.phpbuilder.com/board/archive/index.php/"primay key value>"item value referenced by primary key"

I figure that a for loop can be used, but I'm somewhat lost on how to this.
