Static region

Im not sure if this is right forum to post this in, because I dont really know what technology I will use in my solution. I am trying to make a region of my web page not scrolling. The idea is that below a title, and to left of the screen there will be a menu that will follow down the screen, and change depending on which control has focus. I am using javascript client side, and C# server side. I can use most technologies, as long as there is a low tech alternative to users who can't view the good stuff.<br />
