The kind of site you create depends on what your target is to create a site is easy, You download the software you want to use to your local system then you upload pieces of it to your webserver, run the installer and you are up and running. Logistically, you need a domain, a hosting service and an FTP connection to your webserver.
If you are intending to run vbulletin on your site, search here for "installing vbulletin" I am pretty sure Hoxxy wrote a quick install instruction for it, check his signature for it.
Personally, I think you question is too open ended and you need to narrow the scope so you don't fall on your face first thing. What kind of site do you want, what is your target audience and what kind of hosting provider are you thinking to use. Installing the software is the easy part.
