someone using proxys

ok someone on my forum is using proxys i dont like the guy and ive banned most of the ips

is there somthing i can do to stop him. ive used the ip - proxy conversion and dont want to ban his forum account as i know he would make a new one.
is there somthing that can ban his ips when he logs in
 
i restricted it so registerd users can only see topics they create their selfs so that stoped most of his reading

but i didnt ban him of restrict him cos i could follow him on his account with out worrying about him creating fake accounts and me not ever finding out about it
