So I've been giving some of the tasks listed here a try over the last two months, commenting on relevant forums and blogs in order to get the message out on the ole blog I'm trying to promote.
However I'm running into an issue. While my comments and discussions are relevant to the topics at hand, no links in the body, etc, I'm finding that a lot fo comments are never posted on sites, and forums will ban you if you post a link to your site (even thought it's not in their ToS). Seems it's more of competitive market then I first expected.
So I guess my question is thus; in such a situation, where you find your efforts to be mostly met with denials and hostile responses, do you keep plugging away? Are their other options you'd pursue instead? Any constructive advice is of course, always welcomed. Do you mean "what do I do when people catch me out spamming"?
Stop posting stuff that people don't want to read, or is intrusive. If you are chasing links, then be happy with the links you have in the signatures, and just post stuff that has value to everyone.

I would start with directory submissions to get the word out. Since you have a blog, I would start with a bunch of blog directories, then look for directories on your topic. Then for directories on related topics. You should look for RSS directories also. Signing up with a feed syndicator might be useful. Directory submissions will allow you to target keywords that you want to rank well for.
Writing a few articles on topics that people in your niche are interested in and submitting to article directories could get you some backlinks and exposure.
If you could write something controversial, you could get traffic. Especially if you get it bookmarked at a few SB and SM websites. But, the traffic from this will be short lived.
