Skin making?

is there any tutorial on this? or an application.

i own a private mir 3 server and want to make a custom skin for it

i am a C# Programmer and might make an application when i am able to do it myself

and i need one custom style

if there is aplication who can convert fro html/php template to vb style
that will be great
