Site won't work, need help!

problems caused me to have to uninstall vbulletin and delete my database. Now, after re-installing a 3.6.8 release, whenever I try to access anything, such as the admincp or install script, basically any URL I type in redirects me to a 404:


The requested URL /vbseo.php was not found on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

I don't even have vbseo installed, and my database is empty! How on earth can I fix this!?
 
the one I deleted was a premodded, but it was so badly put together, I had to take it down. I deleted the whole database, so I have no idea what the hells going on.
