Site stuck in keyword rankings

My site is stuck in its keyword rankings and not going anywhere. I think the problem is my site's lack of any real strong contextual links coming from authority sites. They say "build it and people will come," well, can someone please tell me how I would go about getting an authority site to link to me?

What's in it for them? you might ask. Well, I think my site is AWESOME.

...I wouldn't have stuck with it this long if I didn't think so. It has an awesome community that I'm aiming to grow up bigger, especially since activity sometimes drops way low and members complain there is nothing to do. We provide plenty of activities, and help new members in, problem is there just aren't enough new members coming in. for the low number of guests we get, though, signups are high. Indicating that people really like what they see. An authority site that isn't a rival forum would do well linking to us because of how much fun and writing experience we offer roleplayers and...

I digress. This isn't supposed to be an ad. It's a plea for advice or help. And so I'll start by saying that despite our members linking to us on their own blogs and things, and us exchanging links with several other roleplaying forums/fansites, our PR is 0 and that probably explains a large part of why we have not gained any real ground in google in the past month or so. We rose up for a while, now are stagnant--we've even gone down slightly. We're holding our heads above water but barely. This is 5 and a half years of building this, with a lot of stumbling along the way. We recently moved to a totally new site back at the start of April, so our site rose up up up...then stopped.

I'm looking for a link or two that would be PR/SEO gold. How do the bigger sites do it? What am I NOT doing that I COULD be doing?

I'll list what I am doing so I don't just get people telling me to do it.

Twitter, Facebook, blogs, blog comments, squidoo, a few articles, forum posts w/signatures, link exchanges {my affiliates table below shows the sites--and no, they don't link to you unless you link back} youtube videos, onsite SEO, directories, social bookmarks...take those, repeat again 1000 times and that's what my efforts have been.

I don't want the half-truths I've been fed on too many forums to even remember. "Just keep doing that same stuff, you're doing great" isn't what's going to do it and I know this. Sorry if I sound bitter, but I know how it goes. Does anyone know what I could be doing that I am not, and how to get those authority sites to want to link to me? What can my site be, look like, do that it is not doing now?
