AdminCP -> vBulletin Options -> Thread Display Options -> Show Similar Threads? -> Set to YES and save

AND

AdminCP -> vBulletin Options -> Message Searching Options -> Automatic Similar Thread Search -> Set to YES and save.

That should get you there.
