Showing Notices to guests as here!!

Hi all

I want to show a brief description of my forum to guests as it is displayed here in vbteam.
How to do that?

Well if you look a little when trying to get it running..... you see the answer in the options.
admincp --> Notices --> Add New Notice
Try before you ask.

whats your vbulletin versoin?
If u r using vb 3.8 there has to be a link name Notices in admincp..
