Do you think if all of our backlinks are from high ranked pages, Google will know that we are trying to manipulate their systems? It depends.
If you have a good website and because of your great content you are receving a lot of links from high ranked pages I don't see why google will penalize you for that.
Having said that, make your links look natural (having 100 PR6 links to your site in a week doesnt look natural).
Do some blog commenting, write some articles, create some link wheels and so on.

If you study any competitive SERPs, you will see even the top ranked sites have a ton of PR 0 links. In fact, most have less than 25% of their links coming from PR 3+ pages. It would look at least very strange for the search engines and I guess an penalty is more then possible. But depense maybe also from where the links coming. If they are only from trusted pages, then it could maybe work. But usually you get first (and more) links from low PR pages and later on high PR links. A natural link profile will have all kinds of links and from all kinds of sites so its better to have links from all kinds of sites. I make sure I always make a diversified back links profile, ranging from all types of links to all types of PR's. As previous people were talking about you want your links to look as natural as possible ranging from multiple domains, multiple site types (social book marking, forum profiles, web 2.0's, etc), multiple PR's (0-10). One thing i try to ALWAYS do is make sure the links i am posting are on indexed sites. You don't want a link going to a site that is Google banned. I think we should still acquire links from low ranked pages but be sure that it is related to your niche and with good content...
In conclusion, improve our content and start building backlinks gradually. What I do is I balance my links. If I found a low ranked sites but very valuable and relevant to my site, I go for it. I evaluate the frequency of posts and the structure itself. And somehow, I kinda assume that it will rank in the future. I make it look natural. Many kind BL are good to our site...but

I think a system of backlinks even from low PR created the old fashion way (manually) will always be more appreciated by Google then 400 backlinks created over night from PR7. so it's okay if we do build baclinks from some web with low page rank?
