Technically, these answers are wrong. Obviously these people are not professional SEO's.

To rank any website within a specific country, the site with the proper countries TLD will outrank most sites with TLDs from outside of that country especially when the site is hosted within that specific country. This is most evident in countries with a large number of registered domains but it is a fact.

Google uses geo targeting data to determine the location of the web host that is pushing the domain and the location of those servers will determine the relevance of the site being pushed within a specific country. Relevance counts most important of all. Before content or inbound links, a site that is not relevant in all ways to a search result will not rank.
