Is the old design still live while someone or you is working on the redesign which is not live yet?
If the new design is more SEO friendly it'll help out. Remember to make sure you have a good pagespeed when creating the new design.

http://gtmetrix.com/ There are no issues related to the pagespeed, my site is in simple HTML. The site doesnt has any ranking in Google for now. But i am already working on the Link Building part.
I wanted to know will my Link Building work be effective? or should i start only after site is completely ready? If the web contents and link structures will be retained for each webpages and just the background design will be changed, it won't affect your website that much in terms of traffic since robots don't read content of images and relies only on the alt tags of the images which you can still keep and maintain even your website images. Don't forget to update, re-upload and re-submit your sitemap to google webmaster tools and other sitemap submission websites. As I understand, you are not going to make big changes on your website's design, so everything is fine. You'll not lost your backlinks and positions. If You are changing design of site only than there will be no effect in ranking, but along with design if you add Flash or change old content or tags especially title and H1 tag than you may see some good fall in ranking.
