send file from our onw PC to Web Server

Hello,

I would like to know if is it possible to send a file from our own PC
to the web serveur by using only php3. If the answer is yes can
you tell me where I can find instructions.

Or shall I do in java?

Can I delete a file from web serveur by using php3.
